This choice includes home, community residences, congregate and large facilities. VOR opposes efforts that eliminate options for persons with mental retardation, medically fragile conditions and challenging behaviors. VOR advocates that the final determination of what is appropriate depends on the unique abilities and needs of the individual and desires of the family and guardians. VOR watches and acts when legal actions in any one state threaten residential choice, guardianship issues or raise other nationally significant, precedent setting legal issues. VOR members include families, organizations and professionals who support high quality care with adequate funding and legal options VOR is a national 501(c)(3) organization governed by a volunteer board of directors and funded solely by dues and donations.
